The Endbirth Plan is a key plot point in the new game+ scenes of Death end re;Quest 2.
History[]
While alot of the Endbirth Plan is still pretty ambiguous, Death end re;Quest 2 tells us it's an initiative started by Observers that involves the frequent deletion of countless human lives, to make an utopia of some sort.
Different worlds are called ''Endbirths'' and Observers oversee said Endbirths, it is an Observers duty to oversee an Endbirth, and Observers are wholly-expendable slaves to the Endbirth Plan.
Leesha Nolan rebelled against the Endbirth Plan resulting eventually in her execution, her daughter, Lydia Nolan also tried desperately to save the people from her Endbirth, since she cares alot for Arata and the other people inside of it, for her actions, she is sentenced to death. Her older sister, Julietta Nolan, already furious upon learning that Lydia was willing to sacrifice herself to save the people of Arata's world, swore to destroy Arata's world; this resulted in the game's primary conflict in Le Choara.

You also learn from some scenes in the new game+ of Death end re;Quest 2 that supposedly Natsuo Munakata and Rin Asukaze are also part of the Endbirth Plan and Observers themself, Death end re;Quest: Code Z reveals that both of them aren't their normal counterparts but identical Observer variants named ''NATSUO MUNAKATA'' and ''RIN ASUKAZE'' respectfully.
